Issue: The Carteret Islanders are the first island community in the world to be relocated in response to rising sea levels and climate change, making them the world’s first environmental refugees. Tulele Peisa is the women-led community-based organisation coordinating the voluntary relocation of the whole island community of the Carterets to nearby Bougainville in Papua New Guinea, and raising awareness about the human impacts of climate change.
Outline: Since 2008 IWDA has supported Tulele Peisa to undertake youth speaking tours, involving relocating and host communities in education about climate change, its impacts, the likely shape of relocation, and ways to build bridges between communities during the process. These tours are conducted concurrently with livelihoods training, construction of housing and communal resources (a new school and water tanks) and cultural mapping, which seek to benefit relocating and host communities.
Impact: Tulele Peisa facilitated a community speaking tour in the Eivo-Torau constituency, reaching more than 100 participants. IWDA’s support to organisational development has resourced the Board of Governors meeting, reflection and planning workshops and strengthened the dialogue and collaboration process towards relocation.
